Theodore Panagacos

Theodore is a Chief AI Officer and senior AI strategy advisor who helps boards and executive teams turn artificial intelligence into practical business advantage. He works across AI strategy, governance, operating models and implementation, helping organisations move beyond experimentation to build enduring AI capability and measurable enterprise value.

As a Chief AI Officer, Theodore has led AI strategy and transformation programs for some of Australia’s leading ASX-listed organisations. His work spans enterprise AI strategy, generative AI, agentic AI, AI governance, AI operating models and the development of specialist AI products and models.

Theodore has been at the forefront of Australia’s emerging sovereign AI ecosystem and is adept at bringing together Australian organisations and technology capability to develop locally controlled AI solutions. He also led the creation of Australia’s first specialist large language model for banking and financial services, designed specifically around the language, knowledge and requirements of the sector.

Alongside enterprise AI, Theodore has led the development of several specialist AI models and platforms across areas including motorsport and cybersecurity. This combination of executive advisory experience and hands-on AI development gives him a practical perspective on what it takes to move from AI strategy to production and ultimately enterprise-wide adoption.
